Bellingham levies its own city Business & Occupation tax, separate from the state B&O tax, under Bellingham Municipal Code Chapter 6.04. Rates: 0.17% for extracting, manufacturing, retailing, and wholesaling, and 0.44% for services and other activities. Smaller businesses are exempt below $5,000 in gross receipts per quarter for quarterly filers, or $20,000 per year for annual filers — though a return must still be filed even at zero activity.
On the border-trade question: Washington's economic nexus rule is the same whether your customers are in Blaine or Boston. A business establishes Washington tax nexus once it exceeds $100,000 in combined Washington-sourced gross receipts in a calendar year, or has physical presence in the state — there is no separate or reduced threshold for businesses located near, or selling across, the Canadian border. If a meaningful share of your customer base is Canadian shoppers crossing into Whatcom County, that's a real driver of local retail volume, but it doesn't change which tax rules apply to the sale.
State B&O still applies underneath: 0.471% for retailing, 0.484% for wholesaling and manufacturing, and the tiered Service & Other rate effective October 1, 2025 — 1.5% under $1 million, 1.75% up to $5 million, 2.1% above that. Washington's Small Business B&O Tax Credit can reduce or eliminate the state portion for the smallest filers, worth checking regardless of what your Bellingham city return shows.
